Approaches for Developing the Old Urban Area of Vientiane Capital to Create Economic Value and Sustainable Tourism

Abstract

This research aims to study and propose strategies for developing the old urban area of ​​Vientiane Capital to generate economic value and foster sustainable tourism, with a focus on striking a balance between heritage conservation and modern development. This study employs a mixed-methods research approach, gathering quantitative data from a sample of 111 local residents and business operators analyzed using descriptive statistics alongside qualitative data obtained through on-site physical surveys. The research findings indicate the following regarding the area's potential: In terms of physical attributes and heritage, the area's greatest strengths lie in its role as a spiritual and historical hub particularly its temples ( = 4.07, SD=0.87), historic buildings, and convenient connectivity to the Mekong riverfront. Regarding culture and lifestyle, cultural activities serve as the primary attraction ( = 3.84, SD=0.93). Economically, the area features a diverse range of service businesses ( = 3.95, SD=0.88) that are well-positioned for development into a creative economic zone. 2) Issues and constraints: Regarding physical aspects, the primary problems are the deterioration of historic buildings due to a lack of maintenance ( = 3.92, SD=0.99) and a lack of green space; in terms of infrastructure, traffic congestion and disorderly parking are the most severe issues ( = 4.12, SD=0.99), followed by problems with electrical wiring, waste management, and dilapidated walkways; regarding economic and management aspects, building owners lack the budget for restoration ( = 3.69, SD=0.96) and rising living costs are beginning to impact the traditional community lifestyle. 3) Development guidelines and strategies: regarding the physical environment, the focus is on improving street lighting ( = 4.06, SD=1.06), increasing small green spaces, and establishing standards for building facade renovation; regarding infrastructure, the focus is on upgrading walkways to ensure maximum convenience and continuity ( = 4.21, SD=1.00), allocating peripheral parking, and designating pedestrian zones; and regarding the creative economy, the focus is on promoting regular activities and festivals ( = 3.98, SD=0.90), branding the area as a “Cultural and Creative Hub”, utilizing digital maps, and developing community products.
